Third-Party Matters: Politics, Presidents, and Third Parties in American History ReviewDonald Green's book is no "political science tract," rather it is an informative and enjoyable work to read. The narrative flow is smooth, clear, and logical. He is a good writer! Green resurrects old memories of colorful and notorious third party characters, like Theodore Roosevelt, George Wallace, and Ross Perot, and he gives Ralph Nader fair treatment. Green's criteria for extended review limit his discussion of Eugene Debs and Norman Thomas, but these important Americans aren't forgotten. Green concludes with some speculation on the possibility of a new "centrist" third party forming from moderate Republicans, independents, and conservative Democrats. My view is that another possibility for a third party is the "Progressive Democratic Party," a current attempt to unite the Green Party, the Left of the Democratic Party, and the various Left sectarian parties. Perhaps in the near future there will be a third, or forth, party available for Americans to have a real choice in real democratic elections. Donald Green's work definitely helps to facilitate such a democratic choice.

Integrity: Good People, Bad Choices, and Life Lessons from the White House ReviewAt a time when we are governed by an administration that whole-heartedly believes "the ends justify the means", it is crucial to step back and look at history; to see where that motto has failed again and again. Bud Krogh writes an insightful and extremely timely account of his time in the White House under Nixon and his direction of the "Plumbers"--created to seal up real (or perceived) leaks that were threatening our national security.
After the 2000 elections, Krogh wrote an open memo, published in the Christian Science Monitor, to Bush's new staff--VP Cheney, Secretary of Treasury Paul O'Neill and Secretary of Defense Donald Rumsfeld--all of whom Krogh had worked with under Nixon in the 1970s. He said as he watched them raise their right hands and swear to uphold the Constitution, it brought back a flood of memories for him when he stood before Nixon and swore to the same oath.
"As I pondered what the new Bush staff would encounter, I realized that I might be able to help by writing a memo to them about one of the central ideas that I had not understood as well as I should have when I was on the White House staff...the absolute imperative to maintain one's sense of integrity in the face of enormous pressures to get results at any cost."
Krogh explains how a good person, raised in the right way, given all the advantages of a young American male, could end up pleading guilty to depriving another of his civil rights and going to prison. Loyalty to his superiors, including Nixon, overshadowed his oath to uphold the Constitution and that lead him to orchestrate the illegal break-in of Dr. Louis Fielding's Psychiatric office in California for the express purpose of stealing Daniel Ellsberg's personal file to try to discredit him. Ellsberg had leaked the "Pentagon Papers" to the press and Nixon believed this to be a serious national security threat.
History has remembered Watergate as the downfall of Nixon's administration, but through Krogh's easy-to-read narrative of the events leading up to Watergate, we find that the break-in and burglary of Dr. Fielding's office was the "seminal event in the chain of events that led to Nixon's resignation".
Obviously, Krogh's letter to the Bush staff has gone largely unheeded as we learn almost daily about unwarranted wiretapping; holding prisoners without cause; torture at Abu Graib and Guantanamo Bay; Rove; Libby; the list goes on and on.
Who was it that said "those who fail to learn from the past are doomed to repeat it."?
At the end of his book, Krogh has created a model called the "integrity zone"; steps that each individual in public or private life can take to ascertain whether the path they have chosen is one of integrity or convenience. With three questions: Is it whole and complete? Is it Right? Is it good? one can quickly figure out if they're standing on solid ground or standing at the edge of a slippery slope. After the events of 9/11, if the Bush administration had stopped to ask those questions, we may well be living in a vastly different world than the one we live in today.
For anyone who is concerned about today's political environment and interested in where we've come from and how we got here, this is a must read. I think Krogh is an appropriate person to get this message across. It speaks volumes about who Bud Krogh is as a man of integrity that Daniel Ellsberg wrote the forward and calls him a friend today.

On the Manner of Negotiating with Princes: From Sovereigns to CEOs, Envoys to Executives -- Classic Principles of Diplomacy and the Art of Negotiation ReviewThis book was originally written as a letter to the Duc d'Orleans who was the regent for Louis XV while he was a boy. De Callieres had been an envoy extraordinary for Louis XIV who had recently died. The Duc d'Orleans is famous in history for being putty in the hands of John Law, leading to the debasement of the French currency and the collapse of the Mississippi Bubble (see Millionaire for details).
In the letter, the hidden agenda was to convince the Duc to let career diplomats from good families do the ambassadorial tasks, emphasizing peace over hostilities. Louis XIV had virtually bankrupted France with his many long and expensive wars that provided little benefit. Without a more sensible foreign policy, France was in serious trouble. Based on his past behavior patterns, the Duc was likely to send his card-playing buddies from the military ranks to take on these chores, and diplomatic disaster was likely to follow.
The first two-thirds of the book is a Renaissance-like description of the ideal man (there was not much role for women in his mind, other than as people to use as sources of indirect influence on princes). The description is obviously overstated to make a point: There's no one this good, but you'd better look for the best person you can. The final third is full of day-to-day advice about what a diplomat must do (sort of Diplomacy 101 for those who have not done it before). This includes details how to be introduced at court, the role of your own spies, and so forth. The final third seems remarkably modern. Perhaps it is even used in some diplomatic training today.
The only puzzling thing about the book is the introduction by Charles Handy. In the introduction, Handy argues that you can take the word 'negotiating' in the text and substitute the word 'management.' In so doing, he tries to transform this into a treatise on management. I don't think so. Sure, there are areas where management issues come up, such as in the selection of diplomatic personnel, but that's not the focus of this book either directly or indirectly. If he had argued that this book was the How to Win Friends and Influence People of the 18th century, I would have agreed with that. I'd skip the introduction. It will only confuse matters for you, and throw you off the track of what the book is really about -- being a loyal agent for someone with whom you are not in daily contact but whose most important matters are in your hands. The modern-day equivalent would be handling an labor negotiation for a company in an inaccessible foreign location.
The Prince is like the 800 pound gorilla. He can sit wherever he wants, so the task of negotiating with him is a delicate one. If you've ever had a boss like that, you'll find it humorous to compare your former boss to the descriptions in this book.
If the publisher does want to turn this into a management book, I suggest a different approach. Combine the text of this book with text and examples of a modern management sort to provide the current context for the reader. As it is now, Peter Drucker would be able to fill in the blanks for himself but few other readers would be able to do so without more guidance. You have to connect the dots to draw the picture for the reader!

To Serve the President: Continuity and Innovation in the White House Staff ReviewWritten for the then-unknown president-elect of 2008, this book must be a godsend for Barack Obama and his immediate staff--of thousands. I come to it as a far outsider, with only a few administrative years in government in the 1960s, expecting something rather dry. Surprise! The author carries his experience and judgment easily, with adroit writing and (no surprise!) superb organization. An old hand at the White House--a total of 14 years with Eisenhower, Nixon and Ford--Patterson also served as president of the American Society for Public Administration. Among the goals of this book:
"--To paint a factual, nonpartisan picture of the White House at work for the other indispensable participants in the Washington environment--Congress, the media..., many of whom have inaccurate or negative stereotypes about that institution--impressions that the White House itself is slow to correct."
"--To broaden the knowledge of those who are teaching civics and political science in the nation's high schools and universities and to stimulate the interest of their students..."
The George W. Bush administration provides basic, detailed information and orientation, but perspectives are drawn from FDR and Eisenhower forward. Patterson provides an unofficial organizational chart; if there is an official one, that's a secret. One need not read every page to enjoy and benefit from this remarkable presentation. The organizational bones come with plenty of meat. And there are even some delectable mixed nuts carefully sited in Patterson's scale-model White House. And, it isn't just individuals who are reaping millions of dollars from taxpayers...it's also corporations.
Some of the items presented in detail in the book include how one of the largest baseball teams in the country destroyed a public park for a new stadium, had it paid for by the citizens, and then gave payback to politicians who helped.
Or the two major hunting and fishing chains that got millions and millions in tax subsidies to build stores based on false and unsustainable promises, and continue to try to rape the treasuries of communities across the country with more false promises.
Or the company who built a call center in Buffalo using tax subsidies and sold it to the public through a newspaper owned by the same company.
These are just several examples of the material detailed in the book. In addition to showing who is taking, and how, the author details who is fighting back and how they are trying to in an era when the courts and politicians are held by corporate interests.
The book is well written, and well documented. In addition, the author took what can be a very dry subject and made extremely readable. This book should be read by every American, particularly in light of the upcoming presidential elections. Some familiar names will pop out at you as individuals who made their fortunes off our backs.

Groundwork: Charles Hamilton Houston and the Struggle for Civil Rights ReviewCharles Houston was the father of Brown v. Board of Ed--but tragically died in 1950, just as this historic litigation was getting underway.
It is hard to imagine any other lawyer--not to mention a Black lawyer in the 1940's who could have had a greater impact on the law as we know it. A truly remarkable human being. He not only gave birth to the NAACP's school desegregation campaign, but he also broke ground in employment discrimination, union rights, and many other developing fields of law; not to mention founding the modern day Howard Law School, which has served as the incubator for virtually all fo the civil rights litigation in the 20th Century, running a private practice, writing a regular newpaper column, and holding public office (the D.C. school board).
Ms. McRae thankfully spends only a brief time on his family history, and then gets right to the story of Houston's legal career. However, one story from Houston's formative years is instructive: When Houston served in the (segregated) Army (in WWI), he was appointed to decide the fate of a Black soldier. His investigation showed that the alleged infraction had been blown out of proportion. However, he was ordered by his superiors to find the soldier guilty, and sentence him to hard time in the brig. As a result of this experience, Houston vowed to learn the law, so that he could devote his life to ensuring that Blacks could never again be subjected to this type of injustice. He succeded beyond anyone's wildest dreams.
The moral? I suppose the racist superior officer lived to regret the day that he set Charles Houston on the path of justice--a [ath which ultimately lead to the destruction of legally enforced racial segregation in America--talk about a short sighted victory for racism!
Anyone who is interested in reading the story of a true (but underappreciated) American hero would do well to read this book!Groundwork: Charles Hamilton Houston and the Struggle for Civil Rights Overview

Presidential Selection ReviewMixing common sense with social science is much like mixing oil and water. But sometimes it does work. This is one such case. Presidential Selection by James Ceaser is probably the best theoretical treatment of the development of why the American presidential selection process works the way it does. Ceaser understands that politicians act rationally, given the rules of the game. It is therefore essential to understand the rules. But is is even more important to understand why there are some rules and not others. Much of modern political science is good at explaining the formal and informal rules of presidential elections. This particular work is unique in explaining why we have the particular rules we do and how changing them has or can affect regime principles. Ceaser's touchstone in all of this is The Federalist, but it is read with a critical eye with regard both strengths and weaknesses. Overall the strengths outweigh the weaknesses because the founders' form of liberal democracy trumps any modern alternatives.Presidential Selection Overview

Henry Clay: Statesman for the Union ReviewThe New York Times has called Robert V. Remini "our foremost Jacksonian scholar". No matter how one feels about Remini's scholarship or historical interpretations, he is undeniably the most prolific Jacksonian historian of our time - our any other time, for that matter.
In reading his celebrated three-volume biography of Andrew Jackson and other related works, I'd come to think of Remini as something of a "Jackson bigot." The reverence Remini has for Jackson practically oozes from the pages of his books, while the many injustices and dubious actions undertaken by the seventh president throughout his lifetime are treated as the unfortunate, but excusable episodes of a passionate and often impulsive man (some examples might include: the Treaty of Fort Jackson and other Indian treaties; the unauthorized invasion of Florida in 1818 and his conduct during that campaign; the forced removal of the Cherokees from Georgia; etc.). Indeed, I have often thought that had Remini lived in Jackson's lifetime he may have supplanted Francis Blair as editor of the pro-Jackson newspaper, the Washington Globe. Thus, given such an undisguised admiration for Jackson and his trenchant democratic principles, I was curious to see how Remini would treat his arch-villain: the indomitable Henry Clay of Kentucky.
To my great surprise and pleasure, Remini presents an exceptionally balanced and thorough account of "Prince Hal" and his feud with Andrew Jackson and the Democrats as nominal head of the Whig party. The author pays homage to Clay's tremendous oratorical and political abilities and openly laments the fact that Clay's overweening desire for the presidency ultimately deprived the nation of his services in that office.
Clay's career in national pubic service was long and extraordinarily influential from start to finish. Beginning in 1811, when he was sworn in as a freshman Congressmen, he was immediately elected Speaker of the House owing to his leadership position in a group of young, nationalistic and anti-British Republicans known as the "War Hawks." Remini credits Clay with single handedly changing the fundamental nature of the Speaker's position (which he held for longer than anyone in the 19th century), turning it from that of mundane legislative traffic cop to a leadership role of setting the political agenda and steering national policy. Clay reveled in the rough-and-tumble nature of the House, where his quick wit and speaking abilities were distinct competitive advantages, and openly preferred it to the more rarified and sedate proceedings of the Senate. And when circumstances ultimately brought Clay's talents to the US Senate, he again shaped that body in his own image, ushering in a period of great political debate that is still considered its "golden era."
In the end, Clay failed in his endeavor to shape national domestic policy to include federally funded internal improvements and, much to his chagrin and Remini's, he never had the opportunity to leave his imprint on the executive branch. Nevertheless, as Remini's superb biography makes clear, the legislative branch was Henry Clay's domain, and during his remarkable career in that body (off and on from 1811 to 1852) he did more to refine and redefine the tone, process and importance of Congress than any other American statesman in history.Henry Clay: Statesman for the Union Overview

Armageddon Averted: The Soviet Collapse, 1970-2000 ReviewIn a relatively short book, Stephen Kotkin brilliantly brings to light the economic and socio-political factors that led to the death of the Soviet Union, and how, unlike the violent demise of the former Yugoslavia, Gorbachev and other progressives in the Soviet government managed to turn the possible apocalyptic death of the Soviet experiment into a relatively peaceful half-transition to a market economy. Kotkin also explores how that transition crippled the pseudo-prosperity of the Soviet republics(though he focues primarily on the Russian SSR and the East European neo-states, with only moderate mentioning of the effects of the collapse to the Soviet Socialist Republics in Central Asia and the Caucasus).
Professor Kotkin also exposes in an eye-opening view the failures of Perestroika(Gorbachevian Soviet Reform) and Glasnost(openness), and how Gorbachev attempted to steer the USSR's reform policies to reflect the true ideas of enlightened socialism. In addition, his description of the extent of corruption in post-Soviet Russia also makes you see how ineffective Russia's economic system really is.

Debating the Presidency: Conflicting Perspectives On the American Executive ReviewThis was a phenomenally fun and informative read. The book takes the most contentious issues relating to the executive branch and has the most brilliant scholars of the topics argue their respective points. The chapters address century old debates like whether we should abolish the electoral college, to less conventional debates like the abolition of the vice presidency.
The format is perfect for those new to the debates or well-versed in them. First, a synopsis and historical background of a particular controversy is given, followed by two thorough, but totally dichotomous perspectives. My only criticism is due to the fact only two arguments are presented for each topic. Obviously, due to space constraints, the book can not present a full-length explanation of each and every perspective, but at times the book makes it seem as if there are only two perspectives on the topic at hand, which is almost always false. This is a small critique given the overall quality of the work presented.
