Immediately, there were personnel issues I never had to deal with before, leaving me lost. After reading this book, however, I feel much more comfortable with employment law. This book is an excellent introduction and one I still use as a reference. The Complete Guide to Human Resources and the Law (Complete Guide to Human Resources & the Law) ReviewI am using this book for a master's level personnel law course. It covers all the topics quite thoroughly. It might be useful as a quick selective reference tool for HR administrators unfamiliar with one or more of the specialty areas. Some chapters (such as the one on benefits and the one on pensions) might benefit from another look at organization of the material.However, most of the information is accurate, if necessarily streamlined in many areas. Since personnel law now covers several deeply specialized areas, this is not surprising.
Stylistically, the book's sentences are jam-packed with information. This might prove difficult reading for some. In a few cases, a series of issues will be "hidden" by a single sentence that is oversimplified, but this is apparent only to a reader who is familiar with the field. The advantage is that the author has made a very creditable attempt to address all the issues. The author generally avoids drawing temporal or one-sided conclusions, which may mislead in a field that is fraught with disputes. I appreciate the even-handedness of this approach.
One small but annoying detail. On page 220 is a reference to a "rabbi trust". I took offense at the use of this term in the book, without quotation marks. I think later editions should avoid or explain the use of language which is apparently bigoted. Labor's Civil War in California: The NUHW Healthcare Workers' Rebellion ReviewIn 2008, 100 scholars, labor educators and activists urged SEIU President Andy Stern, in a May Day letter of concern, not to trustee (take over)its 150,000 member California local United Healthcare Workers-West (UHW-W). Signers included Noam Chomsky, Howard Zinn, David Montgomery, Elaine Bernard, etc. The results of such action, they wrote, would be tragic.
Now the tragedy is reality; UHW-W is in trusteeship, wrecked; once a progressive local that won good contracts, was democratic and worker run, supported single-payer health care reform and opposed war, UHW-W now is in the hands of deal making SEIU bureaucrats, individuals who undercut health care in reform in back room meetngs with Arnold Schwarzenegger now collude with hospital managements and the campaigns of reactionary developers in San Francisco. Kaiser workers face concessions and layoffs, the result of June a sweetheart deal with SEIU.
Labors' Civil War in California explains in great detail - and with passion - just how this tragedy unfolded and how it came to be that the majority of California SEIU members are now in trusteed locals (run directly or indirectly from the "union's" Washington, DC headquarters) - 700,000 California workers in the hands of UHW-W's hack trustee, Dave Regan, an IVY League grad who is not even from California, has never been a working member, never been elected to local office, etc., a protege of the now departed Stern
The book also explains how California health care workers are fighting back, against all the odds - how their new union, the National Union of Healthcare Workers(NUHW) remains the fasted growing health care union in California.
It is essential for anyone who wants to understand the California health are industry, its union and its workers. In addition, it places this California conflict in historical context and explores possible future actions, not just for health are workers, but all California workers who, apparently abandoned by their unions, in the face of savage austerity measures, high unemployment, countless foreclosures, plus a new round of and layoffs and cut backs in the public sector.
