American National Security ReviewThis book serves its purpose well. It clearly walks the reader through elements of national security, the actors, processes, and how Americans have traditionally approached it. With a unique perspective on the military element of power, the book also covers regional security issues and early twenty first century topics. As a senior level undergraduate text or as a basis to launch into discussion in graduate level seminars, American National Security conveys the fundamentals of U.S. security policy in a clear, articulate manner.
Jordan and Taylor both taught in the Department of Social Sciences at West Point in the early 1970's. Mazaar joined them for the 5th edition after directing the Millennium Project at the Center for Strategic and International Studies. The book was designed to convey the basics of policy and process in American national security. The fifth edition is currently in use at the Army's Command & General Staff College for officers at the rank of major enrolled in strategic studies. It serves well as a foundation to discuss national security strategy and policy.
The book has two weaknesses. It is due for a revision given the dynamic nature of the post Cold War environment, especially since 9/11. It also lacks the standard amount of pictures, graphs and charts that normally accompany today's college texts. The book contains all black and white text with limited charts, maps and cartoons. Although this has not been a problem at the master's level, it could be perceived as a drawback to generating undergraduate interest in the subject matter.
Notwithstanding the above criticism, Taylor, Jordan and Mazaar have created a text that lays out the basics of national security policy, actors and institutions. Highly recommended.American National Security Overview

Techno Security's Guide to Securing SCADA: A Comprehensive Handbook On Protecting The Critical Infrastructure Reviewi got this because it was fairly recent, but not as useful as the the other SCADA protection books out there (which are cheaper). It is broad in scope as it covers assessments, physical security, but barely touches on the mechanics of the types of cyberattacks that SCADA systems are vulnerable to. I found even the "Securing SCADA Systems" by Krutz more helpful, as it was basic but clearly written. I also found the Botnet detection books and malware forensics helpful to cover this book's cyber threat gap. America's Secret Power: The CIA in a Democratic Society Review"America's Secret Power" is Loch Johnson's 1989 study of the Central Intelligence Agency (CIA), the premier U.S. intelligence agency. Johnson, an academic by trade, had extensive experience working as a staffer in Congress, most notably on the 1974-75 Church Committee investigations of CIA excesses.
The good news is that Johnson has compiled extensive unclassified research on the CIA, based on a variety of sources, and made a meaningful effort to analyze, for the general public, the attributes of an agency which by necessity conducts most of its business out of public view. Johnson discusses the many functions of the CIA, including its controversial responsibility for covert action and its contentious relationships with academia and the media. Johnson is to be commended for having gone the extra mile in trying to provide constructive criticism for the many faults he finds.
The bad news is that Johnson tends to undercut the value of his own work:
First, he is sometimes careless in his fact-checking, ranging from the merely annoying (Pearl Harbor was bombed by Japanese naval aviation, not the Japanese Air Force) to the fairly significant (confusing "counterinsurgency"-a method-with "paramilitary"-a tool).
Second, Johnson places too much credibility in the media accounts he relies upon in his study of CIA actions. An author who implies, for example, that the New York Times is "an organ of unfettered expression of fact" has made a remarkable assertion given the longstanding political activism of that paper.
Third, Johnson is challenged to maintain his objectivity throughout the book. He is prone to characterize various CIA activities as illegal, without actually documenting that any competent authority has found a particular activity to be illegal (as opposed to merely objectionable). Sometimes, he indulges in hyperventilating prose. The Iran-Contra Scandal, an admittedly botched attempt to ransom American hostages out of Lebanon coupled with an illegal diversion of funds to support anti-communist rebels in Nicaragua, is characterized as somehow threatening the very existance of American democracy, instead of merely the careers of the individual officials involved. Johnson seems blind to the highly partisan nature of some Congressional criticism of the CIA, rooted as much in policy differences with a President as in real or alleged wrong-doing.
"America's Secret Power" has much value as a textbook on the Central Intelligence Agency for the student who has the background and skepticism to weed through Johnson's occasional failures of objectivity and the limitations of his sources. Johnson has posed many very useful questions about the value of secret intelligence organizations in a democracy. It is to Johnson's credit that he acknowledges that many of these questions have no useful permanent answer.America's Secret Power: The CIA in a Democratic Society Overview

Corporate Warriors: The Rise of the Privatized Military Industry, Updated Edition (Cornell Studies in Security Affairs) ReviewThroughout history, private interests have performed military duties and always proved a critical political factor. Celts and Germans worked in the Roman Emperor's personal Praetorian Guard, King Edward I employed professional companies of archers, and the Swiss fought all over Europe, and are still guarding the Vatican. It's only in the 19th and 20th centuries that the state has become the sole legitimate agent in the conduct of military operations. The 1990s, however, have witnessed the emergence of private organized interests at every level of military operations. The twist comes because today these private military firms (PMFs) are organized as twenty first century corporations, with business plans and long term profit objectives.
Singer's analysis begins with an account of private military interests in ancient and modern times. This gets us used to the idea that PMFs have been around before and are really nothing new. In the second section, Singer classifies PMFs in three segments, each characterized by how far its activities are from actual fighting. First and most obvious there are the military provider firms that place frontline military units (e.g. Executive Outcomes) second there are the consulting firms who train and shape a client's military (e.g. Military Professional Resources Inc.) and third there are the firms that provide logistical and support services such as food delivery (e.g. Brown and Root).
Lastly, Singer examines the implications of using PMFs, which of course being corporations are motivated by profit. Singer illustrates how seemingly simple precepts result in fiendishly complex moral problems.
Do we feel uneasy at for-profit military firms? Of course we do and so we are tempted to dismiss any question of using them. But In 1994, one of the more unsavory firms, Executive Outcomes, created a plan that for some 150 million dollars could have stopped the Rwandan genocide and saved hundreds of thousands of lives.(*) The UN Security Council balked at the costs, nothing was done until the genocide was well under way and half a million people were butchered.
Do we support relief organizations such as CARE? Do we give them money? I do. But how should we feel about the Red Cross and CARE using that money to hire PMFs as protection? Is it right for them to support PMFs? Is it right of us to expect them to go into dangerous situation with inadequate UN or local military protection?
Singer's conclusions are only tentative, and given the emphasis he's placed on how complex the moral dilemma is, this is only proper. He neither condemns nor supports the rise of PMFs, he merely states that they exist and are on the rise, he describes how they operate, and he points out the practical and moral dilemmas that arise from making use of them. He ends with a rewording of the proverb that war is too important to be left to generals: war is too important to be left to private industry. In other words, he warns us that while PMFs are here to stay we must keep them in check and on a leash.
